UIC RULES & BYLAWS

Make sure that you read and understand these rules – ignorance is no excuse!

Categories of rules and expected penalties are listed at the bottom of this page – READ THEM !

These rules are additional to, and to be read in conjunction with, the rules as laid down by the Administrators of the Case’s ladder system.

The Administrators of the UIC reserve the right to modify these rules from time to time as new situations arise.

Every effort will be made to inform all UIC members of any and all such rule changes.

If you cannot, or if you refuse to, abide by these rules then the UIC is NOT the place for you and it is strongly suggested that you move on.

IMPORTANT

To enable UIC members to have more of a say in things UIC has now implemented a Council/Committee of Delegates system more in line with other sporting competitions in the real world, whilst still retaining Admins as necessary to use the options on the Admin Menu.

There will still be a Head Admin (there has to be in Cases system}, a Co Head Admin (to takeover for the HA if necessary) and Divisional Admins (for match day support)

An Admin in UIC is not a position of power but rather one of support, however, UIC Admins are still to be respected by all members if, for nothing else, the voluntary hours that are put in to make this Interleague.

Admin in UIC – definition: A person that is responsible for members support services. such as:

New member activations

Last minute name changes

League changes for players.

Suggested rule and policy changes

Match day rule interpretations

Website and stats updates

Good order and discipline in the lobby and at match tables

Delegate in UIC – definition: A person (suggest current league captain) that represents their league with regard to:

Engaging in debate on any changes to UIC.

Suggested rule and policy changes

Voting on these changes

Voting on punishment of major rule violators – delegates do not vote on their own division rule violations.

Every team will have a delegate, whether they are the current Captain or some other designated league member, who will be involved in all major decision making where a majority rules concept is embraced.

Every policy or rule vote will be circulated to these delegates via TD email

With regard to that is every league captain or league designated delegate is to submit a TD application (not to hold tourneys) and that way we can mass email through Cases instead of doing it individually through our own email or UIC newsletters.

You MUST be a registered UIC player to participate in this competition.

1.   If you quit or forfeit on your opponent before a game has ended.

2.   If you disrespect UIC, it's Staff or fellow members at anytime, anywhere.

3.   If you are seen to deliberately cause trouble for UIC or it's members anytime, anywhere.

4.   If you are caught cheating in any way at all.

5.   If you bring the UIC name into disrepute anytime, anywhere.

6.   If you boot a competing player from a table at anytime.

7.   If you are noticed seated at a training table whilst you are actually playing in a UIC game.

8.   If your UIC name doesn't match in both UIC and your home league. (see rule 2 for exceptions)

9.   If your screen name doesn't have at least 20 games played in your home league.

10. If your screen name doesn't have a legitimate game eligibility for the current week.

11. If you change leagues without permission.

14. If it is found during a match that you used a player that has not been signed up in UIC.

1.    GENERAL RULES

1.1    No Forced Forfeits, "FF", under any circumstances. This includes, quitting and forfeiting on your opponent before a game has ended.

1.2    Sportsmanship is an expected requirement with UIC. Remember to use common sense.

1.3    Disrespect of UIC, it's Staff and fellow members is not accepted at any time in either the lobby, the game tables, nor yim's.

1.4    Deliberately causing trouble in the lobby,  the game tables, or yim's will not be tolerated and will be subject to a 6 week boxing.

1.5    Any dispute or other issue that you may have against another member, or staff member, must be taken to a private table and NEVER aired in the lobby.

1.6
Players are to report any losses they incur within 24 hours as per case's rules - if a player doesn't report they will initially be warned, 2nd offence they will be boxed for 8 days, 3rd offence = banned

1.7    Any form of cheating is unacceptable.

This includes, the proven use of aiming assistance programs, bringing up the cancel box and FF if your opponent gets booted.

Other forms of cheating will be looked at on an individual basis.

1.8    No member is to ever bring the name of the UIC into disrepute, either in the lobby of any room by spamming or in any other way.

1.9   Admins are the sole arbiters in any ‘on the spot’ decisions at any given match and all players must respect their judgment.

1.10   The playing schedule is to be strictly adhered to. There will be absolutely no changes or rescheduling made at any time (unless approved by UIC Head Admin/Co-Head Admins and even then with an absolutely exceptional reason).

1.11   Any rematches that we may come across MUST be played within 48 hours, unless prior arrangements have been made with the UIC Admins.

If it is not, score will remain as is.

1.12   Safety shots (snookers) are legal in UIC.

1.13   Only Admins not involved in the current match may cause any competing player to be booted from any table at any time.

1.14   A hosting Captain may NOT boot a competing player from a table however, they MAY boot anyone NOT competing in the current match if they are thought to be causing any disruption to a game in progress or who are considered to be an intimidating presence for either competing team.

An Admin is not required for this.

1.15   If a player has been called by a Captain and if, for whatever reason, that player is unable to appear then the 'calling' captain may ask the opposing captain if they can call another player.

If the opposing captain agrees then a new player may be called but the originally called player may NOT re-enter the match at any time after this point.

ADVICE: (make sure you are in contact with your players before calling them)

In the interests of sportsmanship an opposing Captain, at their discretion, may also offer the 'calling' captain to call another player.

If the opposing captain does NOT agree then the player called must appear - if they do not then a timer may be called for.

This rule may not be invoked just because a captain has called a player incorrectly.

1.16   You must NOT be seated at any training table whilst playing any UIC game.

This is considered to be cheating and any player found seated at a training table whilst playing in a game will be disqualified and also be boxed for a period not less than 42 days.

1.17

If an unregistered player participates and is detected during a game, then he or she will be disqualified and no player stats will be recorded

1.18:

If an unregistered player participates and is detected after he or she has won a game but whilst the match is still in progress, then he or she will be disqualified and the win overturned immediately. No player stats will be recorded.

1.19

If an unregistered player participates and is detected after he or she has won a game but the match has been completed, then he or she will be disqualified and the win overturned, with the possibility of the result being affected accordingly. No player stats will be recorded.

An unregistered player is defined as one who is not signed up as a member of UIC or whose ID is incorrect and fails to match the one registered.

Representatives of the UIC Council of Delegates may investigate any case at any time during the season and reverse a game or result accordingly at its discretion.

No player stats will be recorded for any disqualified player.

1.20   Any complaints about any rule violations, admins, referees or opposing teams are to be substantiated with a screenshot and forwarded to the UIC Administrators.

2.      SCREEN NAMES

2.1    Any screen name used must match your yahoo name and your current league name exactly. (with the following exceptions):

2.2    Where Cases doesn't accept the 'dot' IDs you must sign in with an underscore and then change it to the dot via the user editor link on the main page - failure to do so will result in you playing under an incorrect ID and thereby culminating  in a disqualification.

If you are unable to do this yourself then ask one of the leadership team to do it for you but it is your responsibility to check that it has been done.

Obvious typos or slight variations are not considered attempts to defraud.

2.3    Where Cases doesn't accept overly long names use a shortened version of it to sign up and an admin will change it for you.

2.4    Any @sbc.global.net names are permitted to use the first part of the name if they are too long. i.e lst.judge@sbc.global.net would be permitted to use lst.judge.

2.5     If your UIC name doesn't match in UIC and in your home league you will be given a 7 minute timer opportunity to change it, if you do not then an 8 day penalty will apply and any win will be overturned.

2.6    Any player must have at least 20 games played in your home league and must be active within the week prior to any match

(active is defined as a minimum of 5 rated games in your home league).

Any member found to be manipulating their home league statistics in this instance will be penalised accordingly!

2.7    Due to a yahoo glitch, some names have been noted to not have any games results showing on their profile, these names will be permitted to play.

2.8    Boosted names are OK - It is of no consequence to players when, if you win, you don’t win many points and if you lose, you lose a lot.

2.9    Players who have been booted in any game and have had their Yahoo ID banned may, if a UIC Admin agrees, re-enter the game with a different ID. (This is ONLY permitted if the player is banned whilst actually playing, Screenshot Required)

2.10    If you change your league name you may do it yourself but please let a UIC Admin know so that changes can be made to UIC pages (updating new name in player stats, team lists, MVP points, credit games etc..).

Searching and matching new names is a very time consuming exercise that Admins have to undertake every week and one that we would rather do without, especially with Case's new beta pages, so please be considerate.

3.      YOUR ACCOUNT

3.1    You are only allowed ONE account with the UIC. If more then one account is detected it may result in ALL accounts being deleted and that includes all match histories. Additionally your Team may possibly forfeit all points gained up to and including the time of the offence.

3.2      It is your responsibility to make sure you have a valid Email address; if not then you wont receive any newsletter information we send out and that could possibly work against you.

If one is found to be invalid it may result in your name being removed from UIC. Updating this can be done under User Editor on the main page.

3.3      There will only be one ID from any one household permitted to play in any match on the same night unless they have been cleared by the CO-HAs.

3.4      Should members from the same household be allowed to play it is preferable that they use separate computers to do so and remain at the table during the whole match.

4.        CHANGING LEAGUES

4.1      You may change leagues with a verified release up to the halfway point in any season.

4.2      Players are limited to a maximum of 1 league change in any season.

4.3      Any league changes may only be approved by the HA or the CO-HAs or the Divisional Admins of UIC.

4.4      After the halfway point of any season you may NOT change leagues unless the change has been approved by an Admin from a different league.

4.5      Admins may approve changes under exceptional circumstances if all parties agree to the change after the halfway point but not, REPEAT not after week 11 or 3 weeks left to play in any season - whichever is the latest, even if you have a verified release. This includes players who have become free agents due to their league withdrawing.

4.6       Should you change leagues without a clearance then you will be subject to a penalty of  6 UIC matches i.e. 6 weeks. So the advice is - DON'T EVEN TRY IT.

4.7       If you withdraw from UIC at anytime during a season your player stats will be wiped clean.

If you rejoin then you will have to recommence your season count.

4.8       If you withdraw from UIC and rejoin for another league you will be banned.

4.9       If your team withdraws from or is removed UIC then you are a 'free agent' and may join any other league and retain your win/loss stats - this is NOT COUNTED as a league change as per 4.2 above.

5.        ELIGIBILITY  Updated 080609

5.1      Here are the official UIC Players Qualifications.

To represent a league in play, a player must have played at least 20 games on their league's ladder.

A player must be active in their home league within a 7 day period before the first game is scheduled to commence at 6pm. (a minimum of 5 league games per week).

No player can play for or be registered for more than 1 league.

Once you have played in UIC for 1 league, you can not play for another league in the same season without proper approval from an Admin.

When signing up to the UIC ladder, add your league initials and underscore to the front of your name. (ex: maryjane247 from straightshots (ss) would register to UIC as ss_maryjane247)

Yahoo ID, your home league ID, and UIC name (after initials) must all match exactly. (No Exceptions unless it's an SBC name as is stated in UIC general Rules)

 * UIC Reserves the right to remove any players from the ladder who have improper or no league initials before their name.  (add from 9.0)

6.      UIC GAME SPECIFIC RULES

6.1   Home team captains are in charge of tables each week.

6.2   All tables are to be "rated" and "protected" unless otherwise stated beforehand.

6.3    The cue ball must be moved prior to the break and if you sink the 8 ball on a break you are required to rerack.

6.4    If yahoo gives a “ball in hand” after sinking 2 balls of different types off the break then the next shot is to be taken where it lies. If you fail to play the ball where it lies you are required to rerack. This is an obvious Yahoo glitch as neither player has committed a foul shot and therefore BIH should NOT be taken.

6.5    If after sinking 2 or more balls on the break and scratching as well it is more than likely yahoo will freeze the game - rerack.

6.6    Attempting to intimidate an opponent with “jinxing” or “taunting” or other insulting remarks is not permitted.

6.7    Glitches by yahoo are a fact of life in yahoo pool, learn to live with them; excessive complaining about them will only get you  disrespect.

6.8   Other than 6.4 and 6.5 there are no other reracks permitted in UIC.

6.9    Any disputes will be settled by the admin on duty and any decision made is final.

Failure to comply with the instruction of the Admin on duty in any dispute will result in the disqualification of the offender.

6.10     If a problem arises with a team an Admin is playing for and the opposing team .. a different Admin MUST be called in to handle the situation to avoid conflict of interest.

7.      TIMERS

Timers are placed on players not on leagues unless a league has insufficient players to field a complete lineup.

7.1   Player Timers

In the regular season, the timer is 7 minutes.

For instance:
If a player is called to play but isn't at the table he/she will be put on a timer. The timer is 7 minutes.
If the timer expires he/she loses.

If a player has commenced a game and leaves table or is frozen and a timer is called - the timer is 7 minutes.
If the player returns to the game before the 7 minute timer is up then the time they have been gone is counted if another timer is called on that player.

Any timer imposed is cumulative, and does not restart at the full amount.

(In Finals timers are extended from 7 to 10 minutes)

7.2   Team Timers

If a team has played some games but is short of players and is attempting to call in a player but has not yet called the player to fill the next game slot.

Timer = 7 minutes.

If a Team is a "no show" when a match is due to start there will be one straight 10 minute timer imposed once this is up the team will be DQ'd.

(In Finals timers are extended from 7 to 10 minutes)

7.3    If Yahoo boots a player from a table while they are actually playing in a game there is every chance that Yahoo will give the opponent a win on forfeit - We, in UIC, will not have that affect the game or match and it is to be replayed !!!!

Having said that, if a player that looks like they are going to be defeated and suddenly forfeits, then we will go with that as an intentional force forfeit and a penalty will be given. (Screenshot required)

8.       CAPTAINS DUTIES & RESPONSIBILITIES

Captains are responsible for various things such as choosing of players and organizing of your team for each match, the team's behaviour and the strategy of the matches.

Captains who are unable to responsibly perform the required tasks should think about relinquishing their captain's duties to a person who can be more reliable and active for his/her league's team.

Each Team Captain is responsible to check if members are qualified to play.

8.1    It is your responsibility to check BOTH your own players and your opposition players for eligibility -

A player is deemed to be ineligible if any of the following is discovered.

[i]      not being active in their home league prior to any match.

[ii]     by using an incorrect league name without authorisation.

[iii]    insufficient games in their home league.

[iv]    having insufficient games in their home league because of stats being reset.

[v]     if you use a player that has illegally changed leagues (thereby making them ineligible).

[vi]    If it is found during a match that you used a player that has not been signed up in UIC.

If any player comes within the categories above and plays, the match is to be stopped immediately and that player is to be disqualified.

If discovery is made after a game is completed then the result will be overturned.

The onus is on the league's captain !!!!!

8.2      Other than there being no record entered for an ineligible player other individual records will not be affected.

UIC WEEKLY 5v5 SEASON MATCHES

8.3    Each Saturday your league is scheduled to play a match against another league, in 5 v 5 format.

It is the captain's responsibility is to have 5 qualified players from their league chosen and organised well before the match start, and, if possible, be in the designated room at least 15 minutes before match time.

YOU DO NOT HAVE TO USE THE SAME 5 PLAYERS EVERY WEEK.  ANY QUALIFIED PLAYER FROM YOUR LEAGUE CAN PLAY FOR YOU PROVIDING THEY HAVE JOINED UIC.

LEGAL LINE UP --  A team must have a minimum of 3 players, If a team has LESS than 3 then it will be considered to be a 'NO SHOW'

If both teams in one match have less than 5 players and the score stands at 2-2, the result will be recorded as 2-2 with no 'win points' being allocated. The games won will count in the games won/lost columns.

8.4    The captain of the home team (first named on the schedule) has control of the table.

When the match is ready to begin, it is the captain who chooses the order of his/her players in the 5 game match.

The main idea is to strategically use your players in an order that you think will be good enough to get your league the 3 game wins it needs to win the match, taking into consideration the skill of the players used by your opponents.

8.5    The match ends when all 5 games are completed, the team with the most games won is declared the winner.

8.6    Make sure your team displays sportsmanship and courtesy towards your opponents and any UIC Staff. Never dispute their decision, as they are trained to handle all situations.

Of course it is possible that a mistake could be made, but we must still continue on and not argue with UIC staff, just like in any other team competition.

8.7     (MOST IMPORTANT)

On completion of any match the Captains or Deputy Captains of ALL teams MUST post the result in the UIC Forum.

This includes posting their line-up for a bye or a no show.

If you are unsure how to do this see how to here >>reporting standard

If you don't post the results of the match and it is a repeated occurrence you will receive NO points or credits - DON'T MAKE US CHASE YOU!

8.8   New or stand-in Captains must familiarise themselves with the rules. Should there be something that they do not know or do not understand then they are to contact an admin for clarification.

8.9     STAYING UP TO DATE AS CAPTAIN

As captain, it is your duty to stay up to date with all of your UIC upcoming scheduled matches. Here are some very important links a captain can use to keep up...

UIC MAIN PAGE

UIC SEASON SCHEDULE AND RESULTS DIAMOND DIVISION - EMERALD DIVISION (Links are on UIC main page)

UIC OFFICIAL RULES (Links are on UIC main page)

8.10   All Captains are expected to make application to be made TD's on the UIC ladder to receive important captain emails. (there no necessity to host tourneys)

Always read the UIC newsletters and captains emails to stay up to date with UIC news.

8.11   CONTROL YOUR TEAM IN ALL SITUATIONS

The captain is responsible for your team's behaviour.

If you notice players from your team displaying unsportsmanlike conduct, it is your duty to speak privately with them and get them to stop. Smooth matches with no arguments run a lot faster and better.

8.12   If you disagree with an admin's decision, you must accept it and continue on, and make sure your players do the same.

8.13   You may appeal any decision made AFTER the match you are playing - not during.

8.14   UIC Matches are run from headquarter tables, never in the lobby, so visiting players from your league are absolutely prohibited from speaking out of turn in the UIC lobby.

8.15   Spamming, scrolling, swearing and using caps are NOT allowed at any time during a UIC match.

REMEMBER, A GOOD CAPTAIN IS A PREPARED CAPTAIN!!

9       PLAYERS WHO WISH TO SWITCH TEAMS

9.1    Once the UIC Season begins, it is illegal for a player to switch leagues whenever they feel like it even if they haven't played a UIC game in the current season.

9.2     In order to change league representation in UIC, the player must first get permission from the UIC Head Administrator or UIC Co-Head Administrator.

If the switch is approved, then and only then can the player change his representation initials on the UIC ladder.

9.3     Players who switch leagues without permission, will have their league initials changed BACK with penalty to follow.

(UIC Admins keep a daily track of all secured information on every player who withdraws therefore players who try to withdraw from the UIC then sign  up with a new league will be caught.)

9.4     In between UIC Seasons, there will be a period where players can change league representation freely.

10.       LEAGUES

LEAGUE VACANCY (League withdraws or is DQ’d from the UIC)
10.1     The first league that applies to fill the vacancy or the league that is in top position on the UIC waiting list shall fill the vacancy that this scenario creates.

10.2     Up until the halfway point in any season the incoming league shall assume the ladder and position of the outgoing league and also take on all points accrued by the outgoing league.

After the halfway point  the incoming league will assume the bottom position on the ladder and must build their own points totals from that point onwards.

10.3     Any league wanting to participate in UIC must be able to provide their team, team Captain and Deputy Captain as well if possible.

10.4     Should a league be a NO SHOW 3 times in succession in any Season (without a valid and reasonable excuse) then it may result in that league being removed from UIC.

11.       PLAYER CREDITS -

Players will earn game credits and their team will earn a credit win whenever any of the following occurs:

a)    A team is ready to play at the tables and the opposition team is a 'no show'.

b)    An opposition team has an incomplete line-up (i.e. only 2 players) and cannot or would not have won the match.

c)    A team has an enforced bye due to the team that they would have otherwise have played  being disqualified or withdraws from UIC.

These will be shown on Player's Stats page as an orange C.

12.       FINALS (includes Consolation Cup)

The 1st and 2nd Semi finals and the Preliminary final will be 1 match and first to 3 shall be determined the winner and will ALL be on Camtasia.

The Grand Final will be best of 3 matches and will ALL be on Camtasia. (see Camtasia Rules in next section)

First to 3 in each match will be the winner.

FINALS SERIES – Player Eligibility: Any player intending to participate in the UIC Finals Series must have a minimum number of 5 v 5 games played in the current UIC season.

This is dependant upon when a league joins UIC (a sliding scale link for eligibility is provided on the UIC main page).

Any game credits accrued will be applied.

It is the responsibility of the Captain to ensure their league has enough players eligible.

There is no requirement for home league activity prior to finals matches as players are already qualified.

13.      CAMTASIA

13.1    Whilst Camtasia is not a normal requirement in UIC regular season it is NOW a requirement for all finals (playoffs). The winning tape MUST be sent to your opponent and /or an admin for verification asap on game completion.

Go HERE for Camtasia details and set-up.

13.2    Anytime Camtasia is used the tapes are to be sent to your opposition player via Yahoo Instant Messenger or private email. (yousendit.com is not to be used)

Tapes MUST commence to be sent within 10 minutes of completion of any game and depending on the length of the game (tape) must be received within 60 minutes of commencing to send the tape.

13.3    Should there be a dispute with regard to any tape then the tape is to be sent to your Divisional Admin .

13.4    It is recommended that ALL your players download Camtasia and become familiar with it as soon as possible so as to avoid any problems come Finals Time.

14    COACHING

        Coaching IS permitted in UIC!

15.    AIMERS

15.1  Accusations, veiled comments or even joking about AA will first be largely ignored.

Do it once or even twice then it doesn't matter.

It's not UIC's problem if you wish to make an idiot of yourself and earn nothing but disrespect from your peers.

However, if there is continued harassment about it, in the UIC lobby, on tables or in the 'accused' home room (and there will be no warning about this) or on Instant messengers -- Then banishment from UIC awaits any offenders and it is MOST DEFINITELY ENFORCED.

Don't let this happen to you as it only serves to disadvantage your league.

16.2    It is the Team Captain’s responsibility to ensure that these rules are complied with – repeated violations by members of any team will result in the Team Manager being removed for lack of control. Don’t ever say you haven’t been warned ---- Your fate is in your own hands!!!

VERY IMPORTANT

IT IS ACKNOWLEDGED THAT THERE ARE SOME MEMBERS WHO MAY HAVE BEEN MEMBERS OF ANOTHER  LEAGUE THAT IS SIGNED UP IN UIC AND IT IS ALSO ACKNOWLEDGED THAT THERE MAY BE SOME BAD BLOOD BETWEEN CERTAIN MEMBERS THEREFORE IF ANY  PLAYERS ARE SUSPECTED OF ANY ACTIONS THAT HAVE BOOTED PLAYERS FROM ANY GAME THEN YOUR TEAM WILL BE DISQUALIFIED - NO QUESTIONS ASKED!

AND, IF ANY PLAYERS ARE SUSPECTED OF LOCKING DOWN OR CONTINUOUSLY SPAMMING OR HARASSING WITH BOTS OR BOOTERS IN ANOTHER LEAGUE'S ROOM THEN YOUR PLAYER WILL BE BANNED  - NO QUESTIONS ASKED!  (SUCH  PENALTY  TO BE DECIDED BY DELEGATES ON A CASE BY CASE BASIS)
